Bakun Turbines Running At Just 50% Capacity – EXCLUSIVE!
Fluctuating figures - Bakun's capacity seems to change depending on the announcement

Fluctuating figures – Bakun's capacity seems to change depending on the announcement

Insiders at the Bakun Power Plant have revealed that the second tallest dam in the world is running at just half its optimum generating capacity.

The revelation came this week as the anti-Baram Dam Blockade marked its 100th day on Thursday.

And it prompted protestors to question why on earth is Taib Mahmud pushing through 12 more of these massive and destructive projects when there is still no use for the power?

The construction of Bakun was earlier justified on the prospect of running undersea cables to the Peninsular and powering the rest of Borneo as well – concepts which have proved nonsense.

Now Taib is scouring the world for power-guzzling industries to relocate near Bakun, a prospect which many of the more reputation conscious companies, like Rio Tinto Alcan, have notably decided against.

SEB has nevertheless been putting it about that there is so much demand in the pipeline that the planned further dams are needed as a point of urgency.

We note that when this case has been made, the capacity of the 8 turbines has been apparently down-graded by spokesmen, like Chief Executive Torstein Sjotveit, from 300MW production to just 200MW!

Malaysian Insider - when pressing the case for more dams Sjotveit seems ready to suggest the turbines only produce 200MW?

Malaysian Insider – when pressing the case for more dams Sjotveit seems ready to suggest the turbines only produce 200MW!

Generating just 900MW of the 2400MW capacity – so what is the hurry for new dams?

Bakun, which has been impounded for over a year now, is supposed to have 8 turbines, each able to generate 300 MW of power. All the turbines were scheduled to be installed by the end of last year.

However, we were told this week through an inside source:

"The latest update is that Bakun has 7 hydro turbine units already commissioned. But, as of today, only 6 units are in operation. Unit No 1 is not yet commissioned. Unit No 3 is under maintenance. Each turbine has a capacity of 300MW, but all 6 units are now running half load, powering 150MW each."

So, why the mad hurry to build a rash of new dams, all in the face of determined opposition by local inhabitants when Bakun is still only half kept busy?

Inviting in the world's dirtiest industries

Aluminium smelter in Sarawak's former rainforest

Aluminium smelter in Sarawak's former rainforest

Of course, Taib's plan for using up the huge quantities of power, which he wants to generate by continuing to destroy Sarawak's remaining rivers, is to invite every dirty industry on the planet to re-locate and take advantage of cheap electricity.

SCORE (Sarawak Corridor of Renewable Energy) qualifies the ultimate mad master plan, whereby an over-powerful ruler has determined to push ahead at breakneck speed with his simplistic mega-project concept, without waiting to check on consequences.

The planet has been littered with similar mistaken enterprises with disastrous outcomes, all caused by politicians with too much power and not enough caution and sense.

As with all such projects, Abdul Taib Mahmud is in the position of judge and jury over all his ideas. Impact assessments tell him only what he expects to hear.

Without proper evaluation, consultation or regulation of the industries coming in, Sarawak's dam programme is a disaster waiting to happen and the people affected are quite right to protest.

Quiet celebration with cake! Campaigners from Baram mark 100 days of successfully keeping Taib's builders out of their lands

People friendly development?

Familiar sight in Sarawak, but not the target of mega-development plans

Familiar sight in Sarawak, but not the target of mega-development plans

It is perfectly plain that, despite the endless talk of 'progress and development', improving ordinary lives is Taib's least important concern in this dam-building mania.

Otherwise, he would be looking at a completely different type of project.

Sarawak has tens of thousands of people who are without basic electricity and who are still not set to get electricity under these current mega-dam projects.

All this ageing autocrat wants is to build factories (using his own construction companies of course) and take a stake in the massive chemical companies and smelters he is trying to lure into Sarawak's so-called SCORE region.

It has been frequently pointed out that smaller scale hydropower plants to help local rural communities would be far more effective than polluting, foreign owned factories in providing an immediate improvement in people's lives.

But, it would mean far fewer opportunities for fat contracts for politically well-connected companies in Sarawak, like the biggest winner so far in the dam-building spree, which is the Chief Minister's own family company CMS.

Blockaders are in "high spirits"

Baram blockade - dogged determination has lead locals to live 100 days like this

Baram blockade – dogged determination has lead locals to live 100 days like this

This is why the Chief Minister has found himself in direct conflict with his people over this issue.

And it seems he has reckoned without the determination of the people of Baram.

Some of the community were down in Miri this week to celebrate the benchmark 100 days of their successful blockade of the dam site with the Save Rivers campaign leader Peter Kallang:

"We would like to thank members of the public and many organisations who had provided food and other resources to support the blockade. It is not an easy fight but we will not give up," Peter Kallang stated.

The two blockades had successfully chased away Sarawak Energy's (SEB) construction teams on two of the construction sites for Baram, when they had attempted to start work last year. And the community have manned them tirelessly since, preventing the return of the builders.

The communities have solidly manned the blockades

The communities have solidly manned the blockades

At the time of the original protests, local BN politicians had urged SEB and the state government to step back from the Baram project, because feeling were running high. But, it was evident that they believed that people would soon tire of the issue.

" They had a meeting just before Christmas of the state-supported Federation of Orang Ulu Associations to brain-storm what to do about the protest" explained Kallang. "They decided "let's wait till they give up. They will lose their steam and then we will go back in"".

If this is the case, the the pro-dam lobby must be feeling the pressure. There is no sign of the people giving up, leaving Taib Mahmud with the limited options of a) backing down b) using force or c) somehow changing people's minds.

Does Taib plan to carry out his construction plans "to improve people's lives" on the back of a military operation? Would the Federal Government support him? It seems unlikely.

So, can he change their minds? The attempts to spread money round at Christmas were reported to the police by people angered at attempts to bribe their communities.

Bye bye Sjotveit

The latest ploy appears to have been the decision to get rid of the unpopular foreign Sarawak Energy CEO, Torstein Sjotveit and replace him with a local. The name being spoken is that of a Kelabit, who is currently working for CMS, Isaac Lugun.

"Whenever there is a public meeting Taib always says how good Lugun is",

Sjotveit, said to be visiting Burma, where more dams are being built

Sjotveit, said to be visiting Burma, where more dams are being built

explains one observer, summing up the way that Taib runs the state, hiring and firing people personally as he chooses.

Sjotveit is "definitely out", say insider reports. His two year contract which ends this year is not being renewed by his boss, the Chief Minister of everything that moves in Sarawak.

So, will the arrival of Mr Lugun really be persuasive to the local people, who only have to look at what has happened to the poor people of Bakun, Murum and indeed Batang Ai to get a clear picture of why they should never trust Taib's promises of a better life?

Unlikely.

There remains the alternative of backing down. After all, Taib has repeatedly changed his mind over promises to retire, so why not change his mind over Baram too?

Curtin Sarawak bids for funds to run rural devt projects – BorneoPost ...

Posted: 25 Jan 2014 11:54 AM PST

MIRI: Curtin University (Curtin Sarawak) is bidding for funds to finance its various rural development projects.

Curtin Sarawak Research Institute acting director Professor Clem Kuek said their development plan is an integrated approach to the development of rural communities where after the initial introduction of electrification via micro-hydro or solar energy, other initiatives can follow.

"Two sites, one in Ulu Lawas and the other in Ulu Baram, have been selected for electrification. Integrated into the plan is the provision of town-grade water and 'tagangs' to rear high value indigenous fish.

This first phase will cost RM9.4 million. Its implementation will draw on the expertise of the university's Departments of Civil and Construction, Electrical and Computer and Mechanical Engineering. Public Works Department engineer Sidney Wee will be the project advisor," said Professor Kuek who is also the Dean of Research and Development (R&D).

He said these when briefing permanent secretary of State Ministry of Rural Development, Datuk Chaiti Bolhassan and principal assistant secretary for Federal Ministry of Rural Development Ramdan Baba, during their visit to the university recently to hear and discuss on the projects.

Also attending were the university's Deputy Pro Vice-Chancellor Professor Yudi Samyudia, and director of Government and Corporate Affairs, Alex Chung and assistant director Andrew Wang, Wee; and Senior Sarawak Energy Berhad Renewable Energy manager Goh Chin Chai.

Professor Kuek added that follow-up initiatives enabled by the establishment of supply of electricity will be the marketing of Geographical Indication Borneo Highland rice, the plan for which will be developed through collaboration between the state Department of Agriculture and Curtin Sarawak's School of Business.

For example, he said a fish business from harvests of mature tagangs will be a project involving the inland fisheries section of the state Department of Agriculture, LTT Aquaculture Sendirian Berhad and Curtin Sarawak's School of Business.

There were plans for green septage treatment by Curtin Sarawak's Department of Civil & Construction Engineering and a bottled drinking water business with contributions from Departments of Applied Geology and Chemical & Petroleum Engineering, and the School of Business.

According to Professor Kuek, Curtin Sarawak is expanding its engagement with the region and, even though the development plan was initially a corporate social responsibility project involving volunteer staff and students of the university, there will be plenty of opportunities for R&D in follow-on activities which require information before implementation can take place.

He added that an example of research associated with the plan is the socio-economic impact study of communities before and after the introduction of 24/7 electricity by staff in the community engagement module of the plan.

"Curtin Sarawak has received great support from the state Ministry of Rural Development for its backing of the plan and in getting it heard at the federal level. For this we are extremely grateful to Datuk Chaiti," said Professor Kuek.

Brunei and Sarawak mull connectivity for tourism – BorneoPost ...

Posted: 23 Jan 2014 11:44 AM PST

KUCHING: The Brunei government has agreed to join Sarawak in enhancing tourism connectivity between the sultanate and the northern region of the state.

Permanent secretary to Ministry of Tourism Datu Ik Pahon disclosed that the agreement came from a closed-door discussion with his ministry and ministerial officials of the neighbouring country.

"The discussion raised several issues on how both can benefit from these activities and boost tourism especially for the towns of Miri and Limbang," he told reporters before the two government's ministerial officials adjourned to the dinner hosted by the Sarawak government at a leading hotel on Wednesday.

"The discussion was carried out between our state government represented by the Minister of Tourism Sarawak Datuk Amar Abang Johari Tun Openg while Brunei was represented by Minister of Industry and Primary Resources (MIPR) Pehin Orang Kaya Seri Utama Dato Seri Setia Awang Haji Yahya bin Begawan Mudim Dato Paduka Haji Bakar," he added.

Ik Pahon also disclosed how Brunei can be the connectivity hub in the northern region through its international flight connections to become an entry point for tourists who then can enter Sarawak.

"This is because the country's official airline Royal Brunei Airline (RBA) flies to and from Melbourne and also from Brunei to and from London. The idea is that if these passengers can stop in Brunei for two to three days, then they can visit Miri and also Limbang by hinterland transport," he enthused.

"If this is implemented, then this flight connectivity can bring in tourists to spend time here and help our eco-tourism and other tourism products in the northern region," he added.

He also said to ensure that the present discussion is fruitful, a task force from Brunei and the state government will be formed to see how this can be implemented for the mutual benefit of the two countries in tourism.

The other issue discussed in the nearly half an hour meeting between the royal state and the Sarawak government was the border crossing, especially at the Sg Tujuh immigration check-point and customs.

Ik said no decision was made but both ministers agreed that their ministries will take up these matters to be discussed at administrative level on how to address the issue.

The idea is how to make travel seamless, on how to overcome the issue of daily crossing of vehicles and buses at this border point and to let tourists enter and exit Brunei for Sarawak with ease, he said.

He also said that they will bring in the relevant agencies like immigration and customs departments to join the task force group for further discussion with the officials from Brunei.

Also present were Brunei Consul to Sarawak Kamsari Noordin, Assistant Minister of Tourism Datuk Talip Zulpilip, Assistant Minister of Communication and Sports Datuk Lee Kim Shin and State Secretary Tan Sri Datuk Amar Mohamad Morshidi Ghani and officials from both ministries and invited VIPs from Sarawak and Malaysian tourism agencies.

Issuance of land title in final stages - The Borneo Post Online

With setting up of trust fund, state government ready to hand over land to Private Chinese Schools Management Board

MIRI: The state government is ready to issue the letter of approval and title for the alienation of 2,000 hectares of land to the trust fund of Sarawak United Association of Private Chinese Schools Management Board.

This was disclosed by Second Minister of Resource Planning and Environment Datuk Amar Awang Tengah Ali Hassan, who added that the land was approved for this purpose shortly after the announcement on Dec 2010 by Chief Minister Pehin Sri Abdul Mahmud during a dialogue with the Chinese community in Kuching.

"Actually, we (ministry) were waiting for the trust fund to be set up, and with proper documents furnished to the Land and Survey, the letter of approval could be issued any time thereafter," he told The Borneo Post in an exclusive interview yesterday.

Awang Tengah added that he was happy that the board had already established the trust fund which was a pre-requisite for the alienation of the land for Chinese Independent Schools to reduce their financial burden.

He was met at Miri Airport en route to Kuching from Lawas after attending the wedding reception of the daughter of Liaw Ho Peng, SUPP Lawas branch chairman, at Lawas Indoor Stadium on Sunday.

On Sunday, the board's president Temenggong Vincent Lau Lee Ming called upon the Land and Survey Department to expedite the alienation of the land to the trust fund as a body to manage the property as approved by the State Cabinet.

Meanwhile, Land and Survey Department state director Datuk Sajeli Kipli said the department was finalising the process of approval and issuance of title.

"Our Miri office has already been instructed to work closely with the trust fund which is now ready as Temenggong Vincent Lau has done it," he said in a telephone interview.

Johor keen to work with Sarawak to promote tourism – BorneoPost ...

Posted: 22 Jan 2014 11:42 AM PST

KUCHING: The Johor government is keen to cooperate with travel agencies in Sarawak to promote tourism for mutual benefit.

Johor Tourism public relations and publicity officer Ahmad Nizam Ahmad said yesterday that Johor and Sarawak had many similar tourism products, especially in the eco-tourism market segment.

"For instance, Johor has three Ramsar bases, namely Tanjung Piai National Park, Pulau Kukup National Park and Sungai Pulai," he told a press conference at the Asean Tourism Forum 2014 held at Borneo Convention Centre Kuching here.

"In the Iskandar Johor area alone, there are more than 30 Inap Desa or homestay that emphasise the way of life and cultures of local residents."

Sarawak, he noted, also had great eco-tourism products such as the Sarawak Cultural Village and ethnics longhouses.

He believed cooperation between both states could spur the growth of domestic travels as there were no air connectivity issues.

In fact, it could also increase tourist arrivals from Johor to Sarawak and vice versa during Visit Malaysia Year 2014.

"As such, we welcome visitors from Sarawak to Johor, especially in February for the Pasir Gudang World Kite Festival 2014 to be held from 19 to 25.

"Other than that, visitors from Sarawak can also visit various existing and new tourism destinations in Johor such as Legoland Malaysia Resort and Hello Kitty."

Posted: 29 Jan 2014 06:18 PM PST

KOTA KINABALU: The Sessions Court has postponed its ruling in the case of a Pakistani trader, charged with causing the death of a 16-year-old girl from a moving lorry, to February 12 this year at the end of prosecution's case, yesterday.

Judge Ishak Bakri fixed the date after making a decision that he would rule for Amir Ali Khan Nawatay's case following the agreement of both the prosecution and defence.

Amir, 40, is accused of causing the death of Norikah Saliwa, 16, from a moving lorry at Jalan Km 2.8 Langkon, Kota Marudu between 11am and 12.30pm on November 25, 2012.

He faces up to maximum of 10 years' imprisonment, or with a fine, or both, if found guilty under Section 304 (b) of the Penal Code.

Earlier, the court said that it needed two weeks to decide on this serious matter and to go over the trial's notes of proceedings.

On January 8, 2013, the court had fixed yesterday's mention date to decide on which judge should deliver the ruling as the accused had requested for previous judge Duncan Sikodol to deliver the ruling on his case on the grounds that Duncan had tried the case.

Deputy public prosecutor Raja Zaizul Faridah Raja Zaharuddin acted for the prosecution while Dato' Rakhbir Singh represented the accused.

The prosecution had closed its case on September 6, 2013 with a total of 40 witnesses called since trial commenced on February 7, 2013.

Lawyer files application to review court order on convicted rapist

Posted: 29 Jan 2014 08:34 AM PST

KOTA KINABALU: The counsel for the man convicted of raping a minor, whom he later married, filed an application to the High Court here yesterday to review the order made by a Sessions Court judge in issuing a warrant of arrest on his client two days ago.

Counsel Ram Singh said Sessions Court judge Ummu Khaltom Abd Samad should have called the medical officer who issued the medical certificate to restaurant operations manager Riduan Masmud, 40, which was tendered in court as reason he could not be present for his sentencing on Jan 27.

"The learned Sessions Court judge is putting such blame and excuse on the defence counsel for not being able to contact our client.

"This is an error in her decision (to issue the warrant of arrest) as she had another alternative, that was to call up the said doctor to ask for an explanation as to what was our client's sickness or the duration before he can come back to appear in court.

"In the absence of the said doctor being called to explain, the warrant of arrest ought to be vacated," he said when contacted here.

In the application, he also said Ummu Khaltom should recuse herself in the case because of the manner the trial was conducted, knowing Riduan was not represented, besides issuing an arrest warrant without calling in the doctor who issued the medical certificate.

Ram also said the application stated the judge may have been prejudiced by remarks made by Sabah Community Development and Consumer Affairs Minister Datuk Jainab Ahmad Ayid on the case as published in the media.

Riduan tendered a medical certificate via one of his counsels, YS Lo on Jan 27, the date fixed for his sentencing by Ummu Khaltom after she had found him guilty on Jan 24 of raping a 12-year-old schoolgirl.

However, the judge was not satisfied with the details provided on the certificate and adjourned the court for an hour to allow Lo to contact Riduan or his family members to determine his illness.

Ummu Khaltom then issued a warrant of arrest on Riduan and fixed Feb 3 for review after Lo said he could not reach his client. — Bernama

Liew seeks judicial review on RoS' decision to endorse current party's leadership

KOTA KINABALU: Senior politician Datuk Liew Vui Keong yesterday filed a judicial review application seeking to revoke the decision made by the Registrar of Societies (RoS) in endorsing the current Liberal Democratic Party's (LDP) leadership.

The application to invalidate the RoS ruling made on January 7, this year was filed ex-parte through Liew's counsel, Dato' Rakhbir Singh, at the High Court here.

Liew is naming the RoS as the first respondent, and Datuk Teo Chee Kang and Datuk Chin Su Phin as second and third respondents respectively.

In a statement to the press, Liew said that he is filing the application in his capacity as the president of LDP, and until the dispute is resolved in court, he will not recognize the legitimacy of the party's current leaders.

He is seeking, amongst others, a declaration that the RoS had acted ultra vires the Societies Act on the 'purported' Extraordinary General Meeting (EGM) held on October 19 and 20, last year.

Secondly, he is claiming that the subsequent 'illegal' party election conducted by the opposing faction is null and void, and also that the RoS letter issued on January 7, this year as unlawful and void.

Liew is asking for an order of Certiorari to quash the decision made by the first respondent which endorses the current LDP Supreme Council line-up, with both elected and appointed council members.

In the application, Liew is also demanding an order of mandamus to oblige the RoS to serve a notice under Section 16 of the Societies Act 1966.

Apart from that, he is seeking an injunction to stop the second and third respondents from carrying out their duties as president and deputy president respectively, under the name of the party.

"It will be impossible for Datuk Teo Chee Kang and Datuk Chin Su Phin to lead LDP if their positions in LDP are illegitimate," Liew said, stressing the importance for the matter to be settled in court.

Liew added that what he is fighting for is a just and legitimate cause whereby he feels that the RoS has acted outside their powers which, if not rectified, will set a dangerous precedent for other registered societies in the country.

"I am duty bound, in the interest of justice as well as in the discharge of my duty as an office bearer of a political party, to seek for judicial redress," he said, adding that the matter was of public interest.

In regard to the ruling made by the RoS, Liew said he found it strange that they should recognize the EGM conducted in October, last year.

He cited the Federal Court's recent decision, involving the Sarawak National Party (SNAP), which held that the RoS is not empowered to, amongst others, hear, determine and adjudicate any dispute that has occurred amongst political party members.

"So (with) these things we will have to bring to court and let the court decide," Liew said.

SIBU: A 30-year-old man was yesterday sentenced by the Sessions Court here to two years' jail and six lashes after he pleaded guilty to unlawful possession of a shotgun and bullets.

Nicholas Joseph Bujang initially pleaded not guilty to the charge framed under Section 8 of Fire Arms Act (Increased Penalties) 1971.

He changed his plea yesterday.

The section carries a maximum jail term of 14 years and minimum six strokes.

He was caught for the offence at a house at Mile 9, Oya Road at about 4am on Sept 28, 2013. He was arrested at about 6pm the same day.

His counsel Darren Ling told the court that Nicholas was the sole breadwinner of his family.

Besides his wife and two young children, aged seven and one, his parents were also staying with him, Ling said.

He said Nicholas worked as a security guard at an oil palm plantation, earning a monthly salary of RM900.

"It was his first offence. The shotgun and bullets were legally owned by his father," Ling said, adding that Nicholas had the shotgun for self-defence.

He said in the morning prior to his arrest, Nicholas had chased out intruders who stole something from his house.

Ling said Nicholas was cautious about intruders after learning that an Indonesian colleague was shot dead by intruders.

Proposed new hospital in Sri Aman ‘sick’

Posted: 29 Jan 2014 07:25 PM PST

KUCHING: Though it has been nearly three years after it was announced, work on the proposed new hospital in Sri Aman has not started.

DAP Sri Aman chief Leon Jimat Donald, who visited the site of the new hospital recently, was shocked to find nothing had changed ever since the project's announcement.

"The site is apparently abandoned, judging by the condition of the gate into the area that has collapsed and the signage nearly covered by crawling vines.

"It is indeed an extremely painful wait for the people of Sri Aman yet again; the dream of a new modern hospital to service and care for them," said Leon, who is also vice chairman of DAP Sarawak.

He wondered how much longer the people of Sri Aman had to wait for the new hospital to be built. The present hospital, which had been operating since 1959, can no longer cope with current demands.

The medical workers, he claimed, were overworked as the current hospital had very old facilities.

"Promises upon promises seem to be heaped upon the people of Sri Aman, yet we are ignored yet again when the pleas for a new hospital are apparently ignored."

He claimed the elected representatives in Sri Aman seemed to be doing nothing about this apparent problem.

The new hospital is one of the projects announced during the walkabout by Prime Minister Datuk Seri Najib Tun Razak in 2011.

Based on media reports, the RM200 million project was to be implemented in two phases and scheduled to be completed by October 2016.

Reports can be made at any police station — Pauzi

Posted: 29 Jan 2014 11:35 AM PST

KUCHING: Members of the public not satisfied with the level of service provided at any police station can report the matter directly to the top.

Padawan district police chief Supt Pauzi Bujang said he has received a number of complaints from the public regarding poor service provided by on-duty personnel, and has taken disciplinary action against those found to be in the wrong.

"The public are our customers and, as such, are our priority. When we address them, we must be polite and not raise our voice. It is important to uphold our image as police personnel," he said during a monthly parade in Kota Sentosa near here yesterday.

Citing an example, Pauzi said there were several personnel who refused to accept a police report from a complainant, and would instead direct the complainant to another police station with the reason that the incident occurred outside of their jurisdiction.

"For your information, a police report can be lodged at any police station even if the incident occurred in Peninsular Malaysia. You cannot tell them to go back and lodge their report there," he said, adding that he would not hesitate to initiate disciplinary action against any personnel found to have refused to receive a report.

On another note, Pauzi revealed that the crime index in Padawan for January had recorded a decline of 25.47 per cent compared to the same period last year, and called on his men to continue working hard to further bring down the index.

The monthly parade also saw Pauzi presenting commendation certificates to 23 officers and rank-and-file personnel for their recent outstanding performance.
