Lamat calls for young sports administrators - The Borneo Post Online Berita Sarawak - News 2 Sarawak

KUCHING: Sarawak State Sports Comissioner Lamat Nyalau would like to see greater creativity from sports associations in attracting youngsters.

These associations, he hoped, would constantly try new ideas to scout and recruit talents.

"This is definitely one of the steps which will help produce more young athletes for Sarawak in the future. Time has changed, there is a need to find more ways," he said.

Lamat also stressed the need to attract more youngsters to be involved in running sports associations and organisations.

"The earlier the better as the they have ample time to train themselves but it all depends on the state sports association on how they want to attract youngsters. I think it would be great to see more youngsters holding positions in the various sports associations in Sarawak," he added.

It is also the duty of the various sports association to educate the public on the significance of sports and the value of a society with a rich sporting culture.

Lamat was speaking to The Borneo Post after he conducted a divisional level course in Bintulu on Saturday (Aug 16).

Course participants were briefed on matters regarding the formation and management of new sports associations in Sarawak.

Revitalising Sarawak's waterfronts - The Borneo Post Online

Rivers have long been known as the 'lifeline' of human civilisation. Since the beginning of time, rivers have been one of many important natural resources crucial for the development and livelihood of mankind.

Rivers have also birthed great cities across the world. Malaysia in fact sees a number of its major cities situated along rivers, of particular mention is its capital city Kuala Lumpur.

From a source of life, trade, and transportation, to a link to another region of the state or country, rivers offer an abundance of benefits while its banks play hosts to its various users and traders.

However, as civilisation revolutionalises and faster modes of transport become easily accessible and affordable, rivers and water routes play a less significant role in the development of an urban area.

In addition, as urbanisation expands further up land, its people have also found ways to reap benefits that rivers have to offer.

Over the years, the main functions of rivers have shifted or expanded from being just a trade, transportation and economic hub to a site for cultural and recreational events.

Similarly, its waterfronts have revolutionalised from being mainly a place for trade to place for cultural and recreational activities.

Waterfronts in some major cities have also been revamped to boost the image of the city and subsequently; its tourism industry.

Most urban areas and cities have also retained most of their waterfronts' historical sites and relics, in honour of its the city or urban areas' birthplace.

In Sarawak, the waterfront plays an important historical role in the state's overall development.

In fact, an agreement/event, which set in motion Sarawak's inception, was held at the waterfront, while Kuching's old market bazaars are located along the riverbanks.

This shows that the waterfront has played a major role in Sarawak's early economic days.

Sarawak's government has initiated various efforts to enhance waterfronts of urban areas in the state to not only boost its tourism industry, but retain its historical value.

The developments of the waterfronts in Sarawak have also opened up various opportunities for businesses and companies to thrive on the new and extended areas that are primed for their tourists attraction.

"Waterfront regeneration has long been seen as an urban panacea, a cure for cities in search of improved self-image or ways of dealing with competition for development or tourism.

"To open up the waterfront has always been an international phenomenon of urban development," says Albert Hu, a director at Unique Harvests Sdn Bhd.

BizHive Weekly explores this initiative to revive Sarawak's old economic source, and observes the developments that are currently in progress along Sarawak's urban areas' waterfronts.

A breath of fresh air to Kuching's riverfronts

In Kuching, a large-scale revitalisation is currently taking shape on both sides of its waterfront along the Sarawak river.

Kuching's history-laden and tourist attractive waterfronts are going through changes that will further enhance the image of the city while retaining its history.

One major project still in the making is Kuching's Waterfront Extension initiatives brought on by Sarawak Economic Development Corporation (SEDC) and Ibraco Pelita Sdn Bhd, a joint venture between Ibraco Bhd and Pelita Holdings Sdn Bhd (Pelita), a wholly-owned subsidiary of Land Custody and Development Authority (LCDA)

The projects will see the extension, reclamation works and enhancements of facilities along the city centre's waterfront.

According to SEDC, the final stretch of its Kuching Waterfront extension initiative has taken shape while reclamation works behind Menara SEDC is proceeding smoothly.

"The extension – comprising an elevated walkway of 234 metres from Riverbank Suites and reclamation works stretching 73 metres – will add another 307 metres to the Kuching Waterfront," it said.

It added that as the waterfront is known as the people's place and a must-visit tourism spot, SEDC believed that the extension would benefit locals and tourists who would be able to enjoy the sights of Kuching city on both sides of the Sarawak River – from Brooke Dockyard to Menara SEDC.

The elevated walkway, SEDC said, was completed in August 2011 and was followed by the replacement of all pontoons at the existing waterfront and the installation of three new pontoons at the new stretch.

Meanwhile, the Waterfront Extension project by Ibraco Pelita is expected to transform the Sarawak riverbank into a multi-purpose waterfront esplanade.

Pelita's general manager Datu Dr Sulaiman Hussaini was quoted as saying that the new development will to provide an ideal venue for outdoor activities that will enhance the natural beauty of Sarawak River.

Meanwhile, according to Ibraco, the new Kuching Waterfront Extension Project is slated to be a five year project.

It added that this will involve a ground-breaking transformation of the city's golden triangle into a vibrant leisure and entertainment hub.

"This new extension, being an urban waterfront regeneration project will transform the existing riverbank into a vibrant and modern waterfront development with an active waterfront promenade that caters to the public, tourists, surrounding community as well as residents, and other different end users.

"It is also a focal point for business activities," said Chew Chiaw Han managing director of Ibraco.

According to an announcement on Bursa Malaysia, Ibraco and Pelita have entered into the joint venture for the design, construction and completion of the new Kuching waterfront extension development (Proposed Waterfront Extension Project) involving lands owned by the State Government of Sarawak and lands to be reclaimed along the Kuching waterfront (Project Lands).

The Golden Bridge

While works are underway for the riverbanks, the view of the Sarawak River will also be transformed via the development of a proposed bridge linking the North and South sides of Kuching.

The project, dubbed 'The Golden Bridge' in conjunction with Sarawak's golden 50th anniversary last year, is expected to span 400 metres across the Sarawak River, with 3.25 metres width.

Its north bank approach is located near the new State Legislative Assembly (DUN) building while the south bank approach is sited at the current viewing tower near the Charles Brooke Memorial along the iconic Kuching Waterfront.

Former Chief Minister and current Head of State Tun Pehin Sri Abdul Taib Mahmud said in a speech during the launch, "The north, with numerous traditional Malay Kampungs, will have the existing Kampung as its dominant feature while the south, now very busy with all kinds of businesses being carried out, will continue to depict the active business community as its dominant feature."

He added that the new link will provide Kuchingites and visitors alike, an alternative route to cross the Sarawak River.

The bridge is also part of the government's initiative to develop the inner city based on the Legacy Square concept.

SEDC is the appointed implementing agency for the bridge which will soon be a new landmark of Kuching. The project will also see joint construction by contractors Naim Land Sdn Bhd and Cahya Mata Sarawak Bhd's (CMS) main construction arm; PPES Works (Sarawak) Sdn Bhd.

According to CMS, once completed, the Golden Bridge is expected to help spur the economic growth and social integration by connecting the north and south of Kuching city.

"It will enhance the aesthetic value of the city and add character and contribute to the soul of the city.

"Furthermore, the bridge will become an integral part of the Halaman Heritage Trail, allowing easy access to Kuching's historical sites," it said.

CMS also said the construction of RM35 million Golden Bridge is expected to be completed within 24 months since the fourth quarter of 2013 (4Q13).

Further up north, in Sarawak's second largest city; Miri, similar upgrades are en route on its coastlines and riverbanks.

The once quaint and quiet town, previously known as Malaysia's oil town, now bustles with activities and economic developments; buoyed by Sarawak's major oil and gas, and timber industries.

One such development is set to change not just Miri's waterfront, but its landscape as well as the city is set to see one of its biggest facelift of the decade.

This massive change comes in the form of 'the Wharf' under the Miri Waterfront Transformation Project, waterfront development projects led by Unique Harvests Sdn Bhd (Unique Harvests), a subsidiary of Miri-based Interhill Group of companies.

The development of the Wharf consist of a modern 18-storey semi furnished high-end condominium, an international brand 24-storey five star hotel; Pullman Miri Waterfront Hotel, and 10 units of supersize shophouses, with a total RM450 million gross development value (GDV) and an area size of 1.8 hectares.

Aside from boosting the city's waterfront image, the project also brings to Miri a change in its skyline as the city will see its first two high rise buildings.

"We are very lucky that Miri offers many comparative advantages, with its transformation into a vibrant and exquisite city over the recent years, its abundant natural resources and beautiful coast line.

"When we decided to develop the waterfront area, we had a dream and a vision. It is a vision where Miri's economy is vibrant and strong, and growing with business and tourism.

"A dream where we call Miri city not only our home – but also the future for our children, where many businesses expand and more iconic areas like the waterfront as well as a lively hub of residences and offices, and restaurants, and a luxury hotel," said Albert Hu, a director of Unique Harvests.

Elaborating more on Unique Harvests' decision develop a part of Miri's waterfront, Hu enthused, "A lot of our local community also foresaw this.

"They foresaw that the Miri Waterfront is set to become one of the most prime areas to come. And together with the support of the community, we are turning this shared vision into a reality.

"The Wharf is a forward thinking development. Buyers are not just buying a home, they are investing in a future."

He added, "Quite simply, its name, 'the Wharf', encapsulates the development in a single word. It symbolises a new level of simple but modern and private lifestyle and comfort, all located within the very heart of Miri city."

The construction work for the entire development will take place concurrently, with both high rise buildings going up at the same. The entire project is scheduled to be completed in three years, with completion anticipated in the fourth quarter of 2015.

The international 'Pull' factor

In addition, Hu highlighted, the Miri Waterfront Transformation Project will be a landmark not only for Miri or Sarawak, but also for Malaysia, as it will mark the opening of the fourth Pullman Hotel in Malaysia.

"We believe that the presence of a new international hotel performs a very important function and is most necessary for the development of our economy in Miri.

"First, a new international hotel sends a signal to the rest of Malaysia that Miri is open for business and that it can serve as a gateway to the rest of Sarawak.

"Second, a new international presence brings to our region human, economic and technical expertise that makes us and our children more prepared for the future.

"And thirdly, a new international presence is a continued indication that our city of Miri is both safe and secure and that opportunities for international investment and business exist here," he explained.

In addition, with the coming of an international brand such as Pullman hotel in Miri, Hu expects the projects to bring Mirians great opportunities to learn new skills, especially in the field of international management.

Among things to look forward to at the 24 storey Pullman Miri Waterfront Hotel, include its 328 spacious rooms and suites, five restaurants and bars, modern open live cooking stations at the Signature Coffee House which faces the Miri river and the Specialty Restaurant.

The new hotel also boasts a lounging at the Poolside bar; the Bar Lounge, and a Grand Ballroom which fits a 1,000-pax banquet seating and offers views of the Miri River. There will also be seven function rooms, an executive lounge, and a signature pool at the hotel.

First of its kind

Aside from the project's pioneering high rise buildings, other features which set the Wharf apart include its location and its unique blueprint.

Hu, outlining location as key to Unique Harvests' investment plans, said; "The Wharf sits on an unparalleled piece of five star land, nestling right in the heart of the city.

"The project's timing is impeccable, coinciding with the expansion of the Marina township right at the boundary of the Wharf, as well as capturing the captivating status as a new primary feature of the Miri city skyline.

"This parks the Wharf right in the centre of the Miri Township, making it the most centralise location in the city."

In addition, he said the Wharf also adopts a unique "detached and semi-detached home in the sky" blueprint, whereby the layout of the building maximises the spacing between the units, which will improve the ventilation and circulation within each unit, and offer views of the Miri city centre and the South China Sea.

The Wharf's residential high rise is also designed by the same interior designer as the Pullman Miri Waterfront Hotel, while its outdoors are decked with a wide range of facilities including a Sky Garden; the first of its kind in Miri.

"We had a vision 20 years back and we still have it now, which is to play our part in transforming Miri into a vibrant city.

"A desirable living city, which can be enjoyed and appreciated by its residents, and one that plays an important role in the economics of Sarawak.

"On top of that, to give back to the community of Miri. But this vision, as it is, is not one man's job, and we are fortunate to be able to contribute.

A marina city for 'the Seahorse'

A stone's throw away from the Wharf, another major development is underway which is set to excite the property development in Miri.

Spanning 550 acres with a 1.25-mile frontage to the South China Sea, Marina ParkCity master will bring a new business district that will double the size of the existing Miri City Centre.

"Our aspiration is to expand and transform Miri into an atmospheric city that puts people first. It will be a visionary model of liveability, vitality, sustainability and community with an enviable quality of life and flourishing businesses," said Loh Poh Khim, deputy sales director of Pantai Bayu Indah, the master developer of Marina ParkCity.

"Miri deserves a waterfront so our response is a picturesque, active waterfront along the sea edge, transforming it into a picture-perfect postcard tourist destination," Loh added.

Chee Siew Pin, chief operating officer of Pantai Bayu Indah, had said Marina Parkcity Miri project is part of a long term planning to make Miri what it is expected to be in 15 to 16 years' time.

Currently, the project has completed its phase one and its second phase is in the making.

Arcadia Square; the centre of the whole project, will feature shops and offices lining the main entrance square with Victoria Plaza, forming its central core.

The square also of four and five-storey shop/office buildings, while a major international hotel chain based in Singapore has expressed keen interest to operate the proposed hotel there.

Adding new to the old at Sibu's waterfront

For Sibu, its waterfronts play a more utilitarian role compared to its other urban counterparts as the town is located at the confluence of the Sungai Igan and Sarawak's longest river; the Sungai Rajang.

Its waterfronts are decked with wharf terminals catering to the two rivers' heavy boats and ships traffic, while the town itself serves as an economic centre to towns, districts and numerous rural districts in Sarawak that are only accessible and/or are more easily accessible via the Sungai Rajang or Igan River.

Nevertheless, while Sibu retains age-old waterfront function, the town is also undergoing improvements to its coastlines; namely the development of Sibu Town Square Commercial Centre.

Developed by Fullyard Sdn Bhd (Fullyard), chief executive officer Dato Sri John Lau has said that this project will do wonders for the town and will transform and provide Sibu a new vibrant commercial centre which will augur well for the tourism industry.

In a press conference late last year, he said RM250 million worth of projects for Sibu Town Square Commercial Centre are in the making.

The development project will be on a 16-acre lot at Sibu Town Square Phase 2.

"The project components include 105 units of shop, a unit of eight-storey budget hotel with 160 rooms, a unit each of eight and six-storey office towers and 100 units of condominium with four penthouses," he said.

According to Fullyard, The project when completed, is perceived as Sibu's new commercial hub where people can live, work and play at the same place. This is because there will be apartments, a hotel, shops and restaurants.

Lau has also commented that the project would further elevate Sibu's image as a green city.

"We are spending RM25 million on the landscaping works which will dramatically change the landscape of the town square. I believe this is the first place where so much has been spent to do landscaping in the state," he opined.

Additionally, Fullyard noted that more than a half kilometre of RM15 million new riverwall and promenade will double the existing water frontage of the town square while an eight metre wide promenade will include pocket gardens with lush shady trees where the public can rest and enjoy the scenic waterfront sunset of Sibu.

It explained, the RM5 million new landscaped park includes new sub-soil drainage works as improvement and upgrading works for the existing town square turfed area, so that it remains dry for outdoor activities like kite-flying and remote-control model airplanes.

The town square is slated to transform Sibu's once the works are completed.

KOTA KINABALU: The Third Country Training Programme in Sabah, or better known as Sabah TCTP, will be held from August 7-28 this year.

Themed 'Integrated Biodiversity and Ecosystem Management Training Course', the event will attract 18 participants from seven nations, including Cambodia, Laos, Myanmar, Vietnam, Sri Lanka, Kenya and Uganda.

Sabah TCTP is jointly organised by the Institute for Tropical Biology and Conservation (ITBC), Universiti Malaysia Sabah (UMS), Sabah state government through the National Resources Office of Sabah (NRO) in collaboration with Japanese government through its Official Development Assistance (ODA) projects implementing agency, JICA and Malaysian Technical Cooperation Programme (MTCP) under the Malaysian Ministry of Foreign Affairs.

The current series of the Sabah TCTP is in its second cycle of implementation which will run over a three-year period commencing from 2013 to 2015. The first cycle ran from 2009 to 2011.

Acting director of ITBC Prof Dr Charles Santhanaraju Vairappan, Sabah has one of the best conservation practices in Malaysia to be shared with the participants.

Sabah TCTP aims to provide relevant knowledge and skills on conservation management from planning to implementation, monitoring and evaluation.

The three-week programme also aims to introduce and emphasise the idea of integrated effort between implementing agencies and the locals for better understanding of alternative livelihood in conservation, as well as to facilitate interaction and sharing of experiences, learning process and evaluation on conservation projects.

"TCTP is an important avenue to foster close working relationship on environmental education between state agencies and UMS to showcase Sabah as a champion of environmental conservation."

He said the Sabah TCTP was unique because it was funded by both the Malaysian and Japanese governments.

"The total budget for the first cycle is RM900,000 while that of the second cycle is RM1.252 million," he said.

The training programme encompasses knowledge and skill acquirement pertaining to integration, planning and fund acquisition, implementation of research and education, implementation of park management, implementation of habitat management, and implementation of public awareness.

The training approaches include formal classroom lectures, as well as extensive field visits to protected areas, interactions with local communities living in and at the peripheral of the protected areas and discussion with conservation practitioners on the ground.

Sabah TCTP has its roots from the 'Bornean Biodiversity and Ecosystem Conservation Programme' (BBEC).

Aimed at conserving the endangered and precious biodiversity and natural ecosystems of Sabah, the BBEC programme is a technical cooperation programme among three parties, namely Universiti Malaysia Sabah (UMS), Sabah State Government and the Japanese Government through its Official Development Assistance (ODA) projects implementing agency, JICA.

The BBEC Programme was implemented in two successive phases, Phase 1 and 2, in Sabah.

Since its inception in 2002, the programme has been carried out for a period of more than 10 years.

It was the aspiration of all those involved in BBEC Programme that the conservation model developed during Phase 1 of this programme to be nationally shared within Malaysia, and internationally recognized.

Motivated by this aspiration, during Phase 2 of the BBEC Programme, one of the main outputs identified was for UMS, Sabah state agencies, and other related organizations to conduct training on biodiversity and ecosystem conservation for both foreign and local trainees, based on Sabah's experiences and knowledge gained through the BBEC Programme.

Eventually this has led to the development of the Sabah TCTP, which has been incorporated as one of the main annual activities of MTCP since 2009.

Also present were Sabah TCTP coordinators Dr Bakhtiar Effendi Yahya and Dr Mahadi Menakbar Mohd Dawood.

SIBU: Sibu Executive 3 Snooker Centre will stage its inaugural Novice In-House snooker tournament at its Medal Mall here on Sept 30.

Event organiser Mark Yeo said the aim was to promote and upgrade the standard of play among the young.

"This is a good opportunity for the local snooker enthusiasts to showcase their skills and to show to the rest of the players where they stand," he added.

Yeo, who is also Sibu Division Billiards and Snooker Association (SDBSA) deputy president, said listed players are not allowed to take part.

The championship will be played on a round robin system and players who garnered the most points will be the eventual winner.

The champion will receive RM400 cash pize, second place RM200 and RM100 for third and fourth.

The player potting the highest break of 30 points will also get a RM100 incentive.

Organisers are targeting at least 16 novice players to take part in the tournament.

Entry is free of charge.

Yeo had been instrumental in promoting the development of snooker here and the idea to stage the in-house championship was mooted several months ago.

SDBSA, he said, is working hard to boost the morale of players which had hit a low patch in recent years.

Yeo said they were trying to organise major tournaments to attract more players, hence revitalising the popularity of the game.

"This is not easy, especially when our association is facing a series cash flow problem. Hopefully, snooker enthusiasts will chip in and lend us their support to make the game attractive," he continued.

Yeo also called for support from the snooker association, especially Sarawak Billiards Snooker and Sports Federation (SBSSF), to render assistance.

KOTA KINABALU: Kapayan assemblyman Dr Edwin Bosi is happy to note that Barisan Nasional component parties in Sabah are now coming out of their 'coconut shell' and publicly voicing matters and issues of importance to the country and the people.

"I would like to single out UPKO Youth especially for their call to Petronas to stay out of Sabah," Dr Bosi said.

"I was informed by the Chief Minister, Datuk Seri Musa Aman, that the Sabah continental shelf is now back in Sabah's hands, when replying to my written question during the Sabah Assembly sitting on July 14–16 2014," he added.

According to Dr Bosi, the Chief Minister confirmed that pursuant to Article 150 (7) of the Federal Constitution, all amendments made to the Continental Shelf Act 1966 (Act 83) and the Petroleum Mining Act 1966 (Act 95) will cease to have effect within six months of the lifting of the Emergency. The Proclamation of Emergency under Article 150 made on May 15 1969 has been lifted by Parliament and the House of Senate on November 24 2011 and December 20 2011 respectively.

In view of this (lifting of the Emergency) all laws that were enacted, the gazettes and agreements between Sabah and the Federal Government undertaken during the Emergency are annulled and no longer applicable to Sabah, and this includes The Continental Shelf Act 1966, the Petroleum Mining Act 1966 and the Emergency (Essential Powers) Ordinance No. 7 1969

The one important agreement that is also affected by the lifting of the Emergency is the Petronas Agreement signed on June 14, 1976.

"Essentially, this would mean that Petronas has no more rights to operate in Sabah. I therefore concur with UPKO Youth on Petronas,"he said.

"On the Territorial Sea Act 2012 (Act 750) which was passed by Parliament on June 22, 2012, does this Act allow Petronas to continue operating in Sabah waters?" he questioned.

It is also clearly stated under Article 2 of the Federal Constitution that any law altering the boundaries of the State shall not be passed without the consent of that State (as expressed by a law made by the Legislative of the State) and of the Conference of Rulers.

"I believe we are no more talking about the 5% or 20% oil royalty. The question is whether, after the lifting of the Emergency, the oil and gas now belong to Sabah. And whether Petronas is operating legally in Sabah?" he asked.

"These are pertinent questions that need attention to be addressed and answered by the government. My colleagues and I will certainly engage actively with the government on the issue of the oil and gas industry in the coming Sabah Assembly sitting," Dr Bosi added.

KOTA KINABALU: All political parties in Sabah should work together to ensure the abolishment of the cabotage policy before the year of 2020.

Kota Kinabalu Member of Parliament Jimmy Wong yesterday said that the cabotage policy is the reason why Sabah is backwards in terms of development when compared to other states in Peninsular Malaysia.

He said the cabotage policy, among others, had resulted in higher costs for businesses to operate in Sabah.

"Although investors are keen to come, the cost of doing business is simply too high. Despite the available labour, they still would not come for the same reason," he lamented.

Aside from the high costs of doing business in Sabah, Wong said the prices of goods, including properties, have also been high, all thanks to the cabotage policy.

"For 30 years, there has been unending calls for the abolishment of the cabotage policy, which only benefits a few Malaysian shipping companies/agencies," he alleged.

The victims of the cabotage policy are the common folks residing in Sabah who have to pay more for the same services and goods, he said.

Jimmy added Malaysia should emulate Singapore, Japan and Australia, which do not have a cabotage policy.

"Yet, their shipping industry is thriving," he said.

He added that after 30 years of protection, the shipping industry in Malaysia should already be able to stand on their own feet instead of being protected by the policy.

"If those who have received protection after 30 years are still not independent … how can we strive towards a high income nation? This government policy hinders the growth of the nation," he said.

He reminded that there are many small industries in Sabah and they have never received such protection.

"They had to operate in unfavorable conditions. They had to pay high electricity and water rate as compared to industries established in Peninsular Malaysia. The poor and the common folks residing in rural Sabah are the ones that have to pay the highest price," he said.

"Even from birth, Sabahans already have to pay 30 percent more for the cost of living here as compared to Peninsular Malaysia," Jimmy said.

Speaker Dewan Undangan Negeri Sabah, Datuk Seri Salleh Tun Said meminta pihak berkuasa memantau kegiatan individu dan kumpulan tertentu yang menggunakan media sosial untuk menghasut rakyat membawa Sabah keluar daripada Malaysia.

Beliau berkata, fahaman ekstrem berkenaan yang dibawa oleh pihak tertentu menerusi Facebook dan Twitter itu amat berbahaya dan boleh menggugat kestabilan dan mengancam keselamatan negara.

"Saya lihat di Sabah ini, melalui 'posting' dalam Facebook, Twitter dan lain-lain, ada usaha kumpulan dan individu tertentu menanam semangat supaya Sabah keluar daripada Malaysia," katanya kepada pemberita pada Majlis Rumah Terbuka Aidilfitri Jabatan Penerangan di Wisma Dang Bandang di sini hari ini. KUALA LUMPUR: The Malaysian Meteorological Department last night issued an alert for strong wind and choppy sea following the 'Matmo Storm' detected about 2,177 km to the north-east of Kudat, Sabah at 12 midnight.

The department said in a statement that the storm was detected at latitude 26.4 N and longitude 118.6 E and moving towards the north-west at a speed of 20 kilometres per hour.

The storm would result in strong south-westerly winds with speeds of between 40km and 50km per hour and waves reaching up to 3.5 metres high in the waters of Palawan, Reef North, Condore, and Layang-Layang which were expected to continue until today.

Meanwhile, the waters off Perlis and Kedah were also expected to face a similar situation while in the waters of Phuket, strong winds were expected to persist until today.

The department also issued a warning of low visibility of less than five kilometres in the northern part of the Straits of Melaka following the haze, adding that the situation would be dangerous for ships not equipped with navigational tools.– BERNAMA

KUCHING: Ervin Lim Wai Mun won the Boy's Open title as Sarawak and Sabah shared the spoils in the Sabah leg of the Sportexcel-NSC-Milo-MTBC Tenpin Bowling Junior Circuit at CPS Bowl Kota Kinabalu, Sabah recently.

The 18-year-old kegler from Miri, who finished as runner-up in last year's competition, had qualified as the top seed with 2,514 pinfalls. He beat teammate Mohd Uzair Irysad Noorazrul convincingly 222-175 in the step-ladder final.

Uzair, the third seed, had earlier disposed of second seed Sushanor Sihanor from Sabah 192-167 in the semi-final.

Finishing in fourth to sixth positions were Mohd Amir Syafiq Rozlan of Sabah, Razif Safini of Sarawak and Mohd Azmeel Wasli of Sabah.

Sarawak also bagged the Boy's Graded title through top seed Alistair Ting Lik Yung who defeated second seed Nevern Netanel Marcellinus of Sabah 175-158 in the step-ladder final.

The Sabah lad had advanced to the final after beating Sarawak's Abang Afiq Yazid Abang Azman, the third seed, 203-182 in the semi-final.

In fourth to sixth spots were Sarawak's Abner Loo Chun Lik, Sushil Pubalan and Syazwan Hakim Sanin respectively.

Sabah swept the Girl's Open and Graded titles through Kristie Ellie Jauw Shian Huei and Caroline Chua respectively.

Kristie, who qualified for the final as the top seed, had little difficulty in overcoming third seed Nur Safiqah Sajeli of Sarawak 211-164 in the Graded step-ladder final.

Third was second seeded Amanda Than Yin Xin of Sabah who had lost 191-197 to Nur Syafiqah in the semi-final. The fourth to sixth placed bowlers were Jocelyna Judith Jonathan, Jacelyn Ng Shuh Wun and Nur Aina Kamallia, all from Sarawak.

In the Sabah-dominated Graded contest, top qualifier Caroline lifted the title after beating second seed Siti Nur Aisyah Safar 204-172 in the step-ladder final.

Third was third seed Nurul Ayunni Junaidi who had lost 184-201 to Nur Aisyah in the semi-final.

Meanwhile, Sabah's Mohd Zulhilmey Zulkiplee knocked down a total of 1,796 pins to win the Boy's U12 title.

Muhd Nur Syafiq Mohd Amran from Sarawak was second on 1,725 pins while Nabil Aiman Mantaib of Sabah was third with his score of 1,538 pins. Another Sabah lad Douglas Dwayne Aldryne was fourth (1,511) while Awg Irfan Muqri Awgku Husni (1,505) of Sarawak and Sabah's Abdul Hannan Taslim (1,475) finished in fifth and sixth spots respectively.

The Girl's U12 crown was captured by Sarawak's Dyg Yumi Azreen Abg Azman who felled 1,551 pins, followed by Intan Qistina Tamring of Sabah with 1,522 pins.

Third to sixth spots were occupied by Sarawak's Asya Dania Azree (1,480), Rasya Aleeya Zainuddin (1,450), Nur Haziqah Ranli (1,425) and her sister Nur Hazirah Ramli (1,382).

Bowlers from both states will next compete in the Sarawak leg of the national junior circuit at Crystal Bowl in Kuching from August 7-8 to earn their berths to play in the Grand Prix finals later this year.

KOTA KINABALU: The commander of Naval Region Two, Rear Admiral Dato' Pahlawan Mohammad Rosland Omar, yesterday said that the number of combat ships and submarines in Sabah is not enough for conducting security operation.

Rosland pointed out that there are currently eight patrol ships and six CD90 deployed in Sandakan and another seven patrol ships, six CD90 and two submarines at the Sepanggar base.

"Generally, the number of ships we have in Sabah is not enough. However, we are constantly utilizing ships from Lumut on a rotation basis, so we do not face any shortage problem," he said during a press conference held yesterday at the Sepanggar's Royal Malaysian Navy Base.

Rosland then gave an example of the recent rescue of a fisherman boat in Sandakan, where a ship from Lumut was involved.

He revealed that RMN planned to have two practice ships by this year to be placed in Lumut, and another six littoral combat ships to be completed in 2019.

"Unlike the typical commercial ship, combat ships are equipped with electronic equipment which make these ships take a longer time to be built. The littoral ships that we are building are over 100 meters in length, and this will take four to five years to be completed for each ship" he added.

During the press conference, the commander clarified that the RMN submarines had proven they could function well when one of them sailed from Sepanggar base on April 17 this year and reached Lumut in seven days.

"The submarines could not be used in the search for the missing flight MH370 in Malacca due to the depth of water of 50 to 60 metres there which is considered too shallow. If the submarines were used at that time, they could put other commercial ships around the area in danger," Rosland explained.

"Our submarines are just not built for that, and if they are used for the search, it would not be of much help," he said.

Rosland also clarified that the submarine that Singapore sent for the search for MH370 was not a submarine, but a Submarine Support and Rescue Vessel, which is a ship.

"In fact, we sent a similar ship for the MH370 search and rescue operation, named Megabakti," he added
