First ever Fajar Cup Dodgeball Tournament at Curtin <b>Sarawak</b> <b>...</b> Posted: 23 Sep 2013 03:29 PM PDT Posted on September 24, 2013, Tuesday MIRI: Experience the excitement of dodgeball as in the 2004 film 'Dodgeball' during the first ever Fajar Cup Dodgeball Tournament on Oct 12. It will be held at Curtin University of Technology, Sarawak Campus. This one-day event is organised by Fajar International College Dodgeball Club, and sponsored by the college. The Borneo Post and See Hua Daily News are the official media of this competition. Those interested may form teams and participate in this 'historical' event. To encourage more teams to take part, early bird entry discount is available at RM80 per team for those registering before this Sunday. The normal fee of RM100 is imposed for teams registering after the date, while the closing date for registration is on Oct 4. Dodgeball is a game in which players from two teams try to throw large balls at each other while avoiding being hit. The sport has emerged as a popular middle school, high school and college sport. It is also popular at informal settings and is often played on a playground, in a gym, or in organised recreational leagues. There are many variations of the game, but generally the main objective of each team is to eliminate all members of the opposing team by hitting them with thrown balls, catching a ball thrown by a member of the opposing team, or forcing them to move outside the court boundaries when a ball is thrown at them. Being the first dodgeball organisation here, Fajar International College's Dodgeball Club is the 'pusher' of the sport here. Since its inception, the committee and members have put in every effort to promote dodgeball, including organising roadshow in the local educational institutions. This tournament is open to the public and the game is a mixed format game, where each team comprises five male and one female players. Maximum number of players is eight and minimum is six. The duration of each game is seven minutes. The team should be at the court within 3 minutes. Failing to do so will cause instant defeat to the team and a win to the opponent. TM <b>Sarawak</b> has 123,200 broadband subscribers – BorneoPost <b>...</b> Posted: 18 Aug 2013 07:47 AM PDT Posted on August 18, 2013, Sunday KUCHING: Telekom Malaysia Bhd (TM), which is bringing the "Life Made Easier" roadshow to Sarawakians, has currently over 123,200 broadband subscribers in the state. They utilise about 62 per cent of the state's available broadband capacity. TM Sarawak general manager Sarbinin Hamdan said today the company's flagship high speed broadband service, UniFi, is now available in six areas in Kuching, including Petra Jaya and Tabuan Jaya, in Bintulu, Lutong, Miri and Sibu, while covering 19,511 premises. "By having this roadshow, we hope to increase the awareness on how broadband can add value and transform our lives," he said of TM's latest marketing campaign. The campaign began here on Friday and runs until Dec 22 year and will make several stops at shopping malls in major cities around Sarawak. Sarbinin said the UniFi service is being made available not only for residential customers, but also for business, as it offered fast broadband connectivity to enable them to do more. At the same time he added, it provided wholesome world-class edutainment contents in High Definition (HD) on HyppTV. At each stop, the roadshow will exhibit the latest offerings from TM, which apart from UniFi, includes the triple-play services offering voice, high speed internet and HyppTV (IPTV). The campaign emphasises TM's position as Malaysia's broadband champion with its myriad of service offerings, catering to the ever changing requirement of Malaysian consumers in performing their daily activities, at home or beyond and, ultimately, while making their lives easier. Energy, Green Technology and Water Minister Datuk Seri Panglima Dr Maximus Ongkili said Sabah and Sarawak must play a more important role in the country's political and development landscape and nation building. "This is the time to ensure development is brought to both states where the people's support had largely determined Barisan Nasional's continued leadership and government. Sabah and Sarawak clearly play such an important role in the country's political stability. "If the people do not feel that developments have been brought to them despite putting their support on Barisan Nasional, in the next election at least five years from now, they might decide to keep their 'fix deposit' in another 'political bank', and this is not what we want. "Instead we must use our strength to ensure that Sabah and Sarawak do not lose out including by falling into the hands of the opposition which will not be able to bring development to the people but despair. Our strength also ensures that we can resolve social issues affecting the people," said Dr Ongkili who is also PBS deputy president. He said this when opening the PBS Kemabong Division AGM which was also attended by state Rural Development Minister Datuk Radin Malleh who is also Melalap assemblyman, party vice-president and PBS Tenom division chief. Dr Ongkili also pointed out that it was important also for PBS to play its role as the second biggest Barisan Nasional party in Sabah and to do that, reinvention of the party to strengthen it must occur. "One way is to increase membership as membership determines the strength of the party to represent the people. We welcome membership among the young people as we want more members with good ideas and active mind to solve the people's problem," he said. Dr Ongkili added that the party leadership had started discussions in coming out with a blueprint to strengthen PBS which would be revealed to members soon. The blueprint would be based on feedback from members. 3 fire stations, 2 rescue stations approved for <b>Sarawak</b> – BorneoPost <b>...</b> Posted: 02 Sep 2013 05:15 PM PDT Posted on September 3, 2013, Tuesday KUCHING: Three new fire stations and two Category D rescue stations have been approved by the Federal Government and will be built in Sarawak in 2014, announced Urban Wellbeing, Housing and Local Government Minister Abdul Rahman Dahlan. "These three fire stations are to be built in Niah, Samalaju and Tanjung Manis at a cost of RM15 million," Abdul Rahman said during his visit to the Fire and Rescue Headquarters in Tabuan Jaya here yesterday. The two Category D rescue stations are to be built in Tatau, Bintulu and Matu, Daro at a cost of RM2.5 million, the additional 19 to be built in stages until year 2020. The purpose of building these rescue stations is to reduce response time and increase efficiency in putting out fires, he said. Abdul Rahman also announced that two rescue helicopters will be deployed to Sarawak with consent from Prime Minister Datuk Seri Mohd Najib Razak. "One rescue helicopter is already stationed in Miri and one being sent over to Sarawak. "These rescue helicopters are not just to rescue victims, but are equipped to extinguish fires in remote areas," he said. Abdul Rahman also mentioned the Fire Point Programme, exclusive to Sarawak fire and rescue departments, to benefit those living in the interior or remote areas of Sarawak and for efficient fire control. Sarawak will receive 15 new fire engines with more modern features, each costing an estimated RM1.4 million, in a bid to increase firefighters' efficiency in help and rescue. Practising a dual criminal justice system - The Borneo Post Online Posted: 22 Oct 2013 06:28 PM PDT Posted on October 23, 2013, Wednesday BANDAR SERI BEGAWAN: With the strengthening of Syariah Criminal Law in the country, will we see an eventual merging of Civil and Syariah Criminal Laws into one Penal Code system one day? To answer this question, Borneo Bulletin spoke to Attorney General Datin Seri Paduka Hajah Hayati binti Pehin Orang Kaya Shahbandar Dato Seri Paduka Haji Mohd Salleh at the Knowledge Convention yesterday. Datin Seri Paduka Hajah Hayati described the dual code system being practised by the two courts in terms of processes and procedures, and regarding the future, there are thoughts of one single Penal Code. "I am not saying it will happen but as I say, there are thoughts of one Penal Code system," she said, adding that she was unsure if it will "be a merged code or just based on Syariah only". Only time will tell whether this will happen or not, and according to the Attorney General, if it is to happen, it will also depend on whether the country is ready for it. What is currently in place is a Civil Penal Code running alongside Syariah. Regarding the newly launched 'The Syariah Penal Code: An Introduction', she said, "As the Attorney General, inevitably, I have continuously been confronted with many questions, at times, provocative ones on the Syariah Law and its implementation in Brunei Darussalam." "I must confess that not being an expert in the field of Syariah Law, I cannot and dare not attempt to provide answers and I, like many others, must learn only from the experts. The publication of this special book penned by Pehin Datu Seri Maharaja Dato Paduka Seri Setia (Dr) Ustaz Haji Awang Abdul Aziz bin Juned, State Mufti of Brunei Darussalam, is renowned for his unique writing style is therefore very timely indeed." She said that bringing in the Syariah Criminal Code was a challenge. The implementation of the Syariah Criminal Penal Code opens a new chapter in the nation's legal system and unique challenges. In her talk, she discussed the current Civil Justice system, where in Brunei Darussalam, there is no trial by jury. Cases are heard by a judge or magistrate, unless cases involve the death sentence, which is then heard by two High Court judges. The Magistrate Court hears most of the criminal cases such as theft, bribery, misuse of drugs and traffic-related incidents. A magistrate can pass a sentence of not more than seven years and of a fine not more than $10,000. Cases involving persons under the age of 18 years old is heard by the Juvenile Court. More serious cases are sent to the High Court, while the Intermediate Court has the same power as the High Court but cannot pass sentences of imprisonment exceeding 20 years or hear cases involving the death penalty. In the Court of Appeal cases are heard by three judges headed by the President of the Court of Appeal. The Syariah Criminal Penal Code Order, which has 254 Chapters divided into five sections, is meant for Muslims and non-Muslims. Offences under the Syariah Court include pregnancy outside marriage, not performing Friday prayer, not honouring Ramadhan, close proximity, indecency, men acting like women, women acting like men, practising black magic, propagating a religion other than Islam and worshipping idols. Cases that can be heard by both Civil and Syariah Courts include theft, robbery, statutory rape, unlawful carnal knowledge, criminal defamation, homicide, causing hurt, extortion and more. The Attorney General provided an example for explaining the jurisdiction between the Syariah and Civil Courts and its associated challenges. For example, a robber enters a house and when the house owner tries to prevent the robbery, the robber kills the owner before escaping with the stolen items. The robber can be charged under Chapter 55 for theft under Syariah law and Chapter 380 for theft under the Penal Code. For the charge of murder, the robber can be charged under Chapter 126 of the Syariah Criminal Code as well as under Chapter 302 'culpable homicide amounting to murder' of the Penal Code. Datin Seri Paduka Hajah Hayati also highlighted that other judicial bodies also have power concomitant with criminal cases, which can also be used as guidance in the implementation of the Syariah Criminal Code and the Penal Code. For example, Courts Martial have jurisdiction under the Royal Brunei Armed Forces Act to hear criminal cases conducted by military personnel. These cases are not only limited to military offences such as failure or neglect of duty or scandalous conduct, but also include offences that can be brought under the Penal Code such as theft, robbery and other offences. In practice, the RBAF will only take action on military personnel for military offences. For other type of offences, RBAF will refer investigation and prosecution according to civil procedure or in line with Royal Brunei Police Force investigations, with the prosecution lying in the hands of the Civil Court. Similarly, cases such as unlawful intercourse can be charged under the Islamic Religious Council Act and also under the Penal Code and Unlawful Carnal Knowledge Act. Normally, if it involves a woman under the age of 16, the criminal procedure will be carried out in Civil Court. If the offender is an adult, the prosecution will be made at the Syariah Court. The Attorney General made a reference to the titah of His Majesty the Sultan and Yang DiPertuan of Brunei Darussalam, saying that it is clear that His Majesty's vision is to have a nation with a unique justice system where the Syariah and Civil systems run concurrently. With the implementation of the dual Criminal Penal Codes, she explained that investigation and prosecution of cases under the Syariah Court will be investigated by religious law enforcement, while assisted by the police and other law enforcement agencies if needed. For offences that are under both the Civil and Syariah Codes, cases will be investigated by the police, while assisted by religious law enforcement and other law enforcement agencies if needed. The Attorney General said the success of the implementation of the Syariah Criminal Code needs the involvement of the Attorney General's Chambers, Syarie Prosecution Division, Religious Enforcement Divison, Prisons Department and lawyers.
