Truancy remains rampant among undisciplined civil servants in government sector

Posted: 03 Apr 2014 06:23 PM PDT

Bandar Seri Begawan: Statistics on disciplinary problems among Civil Servants compiled over the past five years have shown that absence from work without permission continues to top the list of misconducts, followed by drug abuse, graft and carnally irreligious offences such as close proximity, gambling and theft; all of which lead to termination of services, ©BRUDIRECT.COM reported.

The revelation was made yesterday by the Deputy Minister at the Prime Minister's Office (PMO) Dato Paduka Awg Hj Abd Wahab Juned during the two-week basic counseling training programme "Mussaid Partners for Civil Service" for selected officials from ministries and government departments, which is envisagd to strengthen core values and human capital development in the Civil Service.

The Deputy Minister at PMO said that low efficiency levels due to behaviors such as complacency, unreliability in the workplace, lingering in coffee shops during office hours, taking up part-time jobs, utilizing office property for personal use and other problems are not issues that are peculiar to civil servants.

Amid these issues, the Deputy Minister said it is imperative for human resource leaders in the public sector to put into practice enrichment methods such as counseling in line with their vision in improving the effectiveness of human capital development to its optimal level.

He said that counseling enables individuals to be more open-minded in helping them view issues they are facing in a positive manner. Welfare of officers and staff should be prioritized to ensure harmony, cooperation and loyalty in organisation.

The Deputy Minister also pointed out the exigency of early detection of problems and issues among civil servants through behavioral changes at workplace that could affect productivity levels, performance and motivation levels.

Dato Awg Hj Abd Wahab hopes the presence of "Mussaid Partners" in every ministry and department can help mitigate the ever-redundant disciplinary issues among civil servants.

A video was also launched during the session to mark the opening of the programme and spoke to participants at the end of the event. Also present were deputy permanent secretaries from twelve ministries, Director General of the Public Services Department, directors and senior officers from various ministries and departments.

With such a long list of misconducts that currently affecting the overall productivity of civil servants and services offered by government departments, it is no longer a surprise, as the Deputy Minister of PMO put it earlier. All the more disheartening is the insidious abuse of power, graft and laziness of majority of civil servants that remained unaddressed for decades.

His Majesty Sultan Haji Hassanal Bolkiah Mu'izzaddin Waddaulah, the Sultan and Yang Di-Pertuan of Brunei Darussalam and Her Majesty Raja Isteri Pengiran Anak Hajah Saleha Al-Marhum Pengiran Pemancha Pengiran Anak Haji Mohamed Alam as well as other members of the Royal Family have consented to view the Special Exhibition on Al-Marhum Sultan Haji Omar Ali Saifuddien Sa'adul Khairi Waddien, Pre-eminent Figure in Adat Istiadat Throughout the Ages organised by the Office of His Majesty the Sultan and Yang Di-Pertuan of Brunei Darussalam.

The Exhibition showcases the good deeds and contributions of Al-Marhum towards the sovereignty, development, progress, peace and security of the nation including the Bruneian Traditions and Customs. Al-Marhum understood the truth that adat-istiadat is an inheritance that reflects the excellent Bruneian race.

Adat or Customs to Al-Marhum depicts courtesy, while istiadat not only contains custom but is also equipped with other aspects including decorative accessories, titles and etiquette when attending a ceremonial function of adat istiadat. In this regard, Al-Marhum in his titah suggested that the Royal Adat Istiadat be refined and improved from time to time to suit the time and era without changing its originality. This is in the interest of the people in Brunei so that it would be appreciated by all levels of the community in and outside the country.

His Majesty and Her Majesty as well as other members of the royal family also consented to view an exhibition of the Royal Regalia. Among the exhibits is the Crown worn by Al-Marhum Sultan Haji Omar 'Ali Saifuddien Sa'adul Khairi Waddien on May 11 1951 when Al-Marhum was installed as the 28th Sultan and Yang Di-Pertuan of Brunei Darussalam.

The crown was also worn by His Majesty Sultan Haji Hassanal Bolkiah Mu'izzaddin Waddaulah, Sultan and Yang Di-Pertuan of Brunei Darussalam on His Majesty's wedding with Her Majesty Raja Isteri Pengiran Anak Hajah Saleha on July 29 1965.

Also on display at the exhibition is the 'Patarana', the dais where the Sultan is seated at the Lapau. Patarana was used during the Istiadat of Berpuspa or Coronation of Al-Marhum Sultan Haji Omar 'Ali Saifuddien Sa'adul Khairi Waddien as the 28th Sultan of Brunei.

Apart from that, Patarana was also used during the Istiadat to bestow Brunei Darussalam's state decorations and honorary medals during His Majesty's Birthday Celebration, State Proclamation Ceremony and also for the Signing of the Brunei State Written Constitution on September 29 1959.

As the race of this fortunate nation, we should cultivate the sense of love, compassion and affection shown by Al-Marhum towards the Bruneian Adat Istiadat, and keep it alive in our hearts, as it is one of the most valuable legacies and treasures of the Bruneian race.

By Consent of His Majesty the Sultan and Yang Di-Pertuan of Brunei Darussalam, the Working Committee on the Exhibition and Publishing of Special Books announces that The Sultan Haji Omar 'Ali Saifuddien Sa'adul Khairi Waddien, the Pre-Eminent Figure in Customs and Traditions throughout the Ages Exhibition organised by the Office of His Majesty The Sultan and Yang Di-Pertuan of Brunei Darussalam that was held during The Proclamation Ceremony for The Pre-Eminent Figure in Customs and Traditions Throughout the Ages, on the occasion of Adat Istiadat Day 2014, will be open to members of the public for two weeks beginning from today, at the International Convention Centre, Berakas.
